Verify the username is not found in Active Directory by selecting Active Directory and the domain and right click on the domain and search for the username, not the users name, but the email name that is used for login. Once confirmed, perform the following.
1.) Open a CMD prompt as the Administrator.
2.) Make sure you are in C:\Wndows\System32\
3.) Run adrestore.exe -r
"C:\Windows\System32\adrestore.exe -r
4.) Go through the list slowly as it is in alphabetical order by first name. It will ask you to restore on every deleted user.
5.) Press y on the user you wish to restore.
6.) Return to Active Directory and search for the username again.
7.) It will show up as disabled and locked.
8.) Go into the profile of the user and Unlock, Enable, reset password, and reset all the settings for the account using another account like it in the Active Directory structure as an example.
9.) Send an email to the contact user with new password and verify the user can login and connect to all associated documents.
