Once the user is created in County2012-DC, 
Open the account
Click on the attributes tab
Scroll to proxyAddresses and double click
add 
x400:C=US;A= ;P=County;O=Exchange;S=UserLastName;G=UserFirstName;

This tells the Office365 the aliases for the account the Capitol SMTP defines the primary email.
